Eligibility
Before applying to CMT, please ensure that you are, or will be, eligible to take up a post.
The eligibility criteria for CMT CT1 posts are defined by the Department of Health Person Specification – this can be viewed either in Appendix 1 of our Applicants’ Guide, or via the MMC website at the following link: http://www.mmc.nhs.uk/pdf/PS 2010 CT1 CMT.pdf
Of these criteria, those which drawn most queries in the past are those below:
Evidence of Foundation competence by time of appointment
Applicants can be divided into four distinct categories here:
1- Applicant is currently on UK/UK-affiliated Foundation Programme
Those candidates who apply while still undertaking Foundation training at a UK/UK-affiliated Foundation School (these are listed in Appendix 2 of our Applicants’ Guide, and viewed at the following link: http://www.foundationprogramme.nhs.uk/pages/home/deaneries-foundation-schools) will only be required to confirm the name of their Foundation School to satisfy this criterion.
Any offer made to these candidates will be conditional upon them successfully completing the programme and being awarded an FACD 5.2 before August 2010.
2- Applicant already possesses an FACD 5.2 from a previously-completed Foundation Programme
Those candidates who are applying to CMT having already completed Foundation training come under this category. To be eligible, they must have completed their Foundation Programme and received their FACD 5.2 on or after 31st July 2007, i.e. within three years of the upcoming August 2010 start date.
These candidates will need to submit a scanned copy of their FACD 5.2 to their first-choice deanery by the application closing date of 12.00 midday, Tuesday 20th April 2010. This can either be done by sending the scanned document to the deanery via email, or by uploading the document to the application form.
Candidates invited to interview will also be required to bring the FACD 5.2 with them on the day.
3- Applicant has undergone alternative training
For candidates who do not come under either of the two categories above, or who are unable to provide the evidence required in either case, it will be necessary for them to provide alternative evidence of their training.
To do this, a candidate must ask someone who has supervised them for at least three months since 1st August 2007 to attest to their achievement of foundation competency. This is done by completing either ‘Certificate A’ or ‘Certificate B’, depending on the nature of the posts and work they have carried out to date, and having this person verify it.
Certificate A should be used should the candidate have experience in specialties with acute medical responsibilities; Certificate B should be used should the candidate’s experience be in specialties without acute medical responsibilities. Both are available for download from the Downloads section of this website, along with a list of posts to guide candidates in which certificate they should complete. These documents are also available in our Applicants’ Guide.
The appropriate document must be scanned and submitted to the deanery the applicant has cited as first-choice - either via attachment in an email, or by uploading the document to their application form - no later than the application closing date of 12.00 midday on Tuesday 20th April 2010.
4- Refugee doctors
It may not be possible for refugee doctors to gain access to standardised documentation, nor to appropriate supervisors who can verify completion of alternative certification.
As such, where candidates are unable to provide any of the documentation required above due to their refugee status, we advise that these candidates contact their local Postgraduate deanery (contact details available here) for advice before submitting an application to CMT – deaneries should be able to provide assistance to refugee doctors wishing to provide evidence of achievement of Foundation competence.
Ability to provide full employment history
It is important to take care when completing the section on employment history. Please note that all dates should be consecutive from the date at which primary medical qualification was obtained.
Dates should not overlap, and there should be no (unexplained) gaps – any career gaps of 29 days or more will need to be adequately explained. Candidates must enter their FULL employment history, including any non-medical posts and/or voluntary work carried out, for example.
Please be aware that failure to provide all information necessary here may prevent a candidate from submitting their application, or possibly lead their application to be rejected on the grounds of not fully disclosing information.
18 months or less experience in CMT
Candidates who (will) have accrued more than 18 months’ experience in ST/SHO-level posts within CMT specialties by August 2010 will not be eligible to apply to CT1-level (i.e. first-year) CMT posts. Please note:
- This does not include experience gained during Foundation modules;
- This does include experience gained anywhere in the world, regardless of designation as training or non-training;
- CMT level posts include LAT, ST, SHO, FTSTA or equivalent posts

When completing the application form, it will be necessary for the candidate to tick a box to certify that they will have accrued no more than 18 months’ experience in medical specialties by August 2010. Any candidates subsequently found to have exceeded this entry requirement will be unable to proceed further through the recruitment process.
Candidates wishing to apply to CMT, but who will have accrued more than 18 months’ experience, may wish to consider applying to CMT CT2 (i.e. second-year) posts. Recruitment to CT2 is co-ordinated at a local level, hence we would advise candidates wishing to consider this option to contact deaneries directly for further information. CT2 recruitment is likely to be taking place at the same time as Round 2 CT1 recruitment, i.e. spring 2010.
Eligibility to work in the UK
Before applicants can take up posts in CMT, they will need to demonstrate that they are eligible to take up employment within the UK. In accordance with the Immigration, Asylum and Nationality Act 2006, some applicants may be considered before others on the basis of their immigration status.
UK/EEA nationals do not need to obtain special dispensation from the UKBA (UK Borders Agency) to work in the UK, and need only provide their passport and (where applicable) naturalisation papers as evidence of their eligibility.
Non-UK/EEA nationals whose immigration status entitles them to work in the UK without restriction will be considered on an equal basis with UK and EEA nationals.
Non-UK/EEA nationals with limited leave to remain in the UK, whose employment will require a work permit, will be subject to the Resident Labour Market Test (RLMT). While the RLMT could not be satisfied in the first round of recruitment to CMT, RLMT can be satisfied in Round 2. Thus, if one such applicant applies to CMT in Round 2, and is otherwise eligible, they will be considered for a training post - provided there are no suitable UK or EEA national candidates remaining.

In most cases, it will be most appropriate to contact the UKBA directly with any specific queries relating to immigration status. As cases in this area can be extremely sensitive and specific, we are not able to provide guidance beyond more general background information.
